Lowgap man charged with sexual offense of juvenile

LOWGAP — A Lowgap man has been arrested on four felony counts of sexually abusing a juvenile.

The 61-year-old man has been identified as Michael Cary Riffe of 850 Imogene Church Road by Surry County Sheriff Graham Atkinson. Riffe has been charged with two counts of a first-degree sex offensive and two counts of a statutory sex offense.

“Deputies served a search warrant at his residence yesterday based on information gathered in our investigation,” said Atkinson on Friday. “We found evidence in the residence of what the boy had told us was there.”

Atkinson said there is a possibility there are additional victims.

“There has been a report that there was a previous incident involving another victim,” he said. Atkinson said that report is under investigation.

Riffe was jailed with bond set at $500.

This is a lifelong abuser!!! I know because he was a "Scout Leader" and attended the same LDS church as I did when he lived in West Virginia in the late 70's. The curch excommunicated him but they still let him come pray (prey) on Sundays. I am now 43 years old still suffer with PTSD and depression from those childhood experiences. No child should ever be left alone with this man. May he spend a long time in jail so the children of your community will be safe.

If this is true, that is very relieving to hear. Also, if this is true, shame on you Mt Airy News for both making this error and not correcting it. Where have your journalistic standards gone too these days? This isn't a social media site, this is supposed to be a dependable and reliable source of local news.

In North Carolina, child endangerment is only a misdemeanor. Criminal charges for child abuse or neglect are only filed AFTER a child has been harmed, and those charges are file primarily if the harm is physical. So in this case -- since the kids were not physically harmed -- the guy who did this will probably walk and will only pay court costs.

For those of you who are upset at the terms of the bond set for this guy, I strongly advise you NOT to go to court and watch the trial. There is a 100% probability that the case will be plea bargained down to littering; punishment will court costs and time served (one day in custody when arrested.) Our local law enforcement, prosecutors, and judges simply do not take seriously crimes against children unless the children are physically harmed. Period.

The sad part about the situation is that while these children might not have been 'visibly' injured, the psychological wounds created by this monster aren't the type that will heal easily (if ever). I have no illusion that the majority of his sentencing will be anything more than probation and a fine- which really is a disgrace. I believe that something along the lines of hot tar chicken feathers public castration life imprisonment is far more suitable. This would certainly dissuade others far more than the shamefully inadequate punishment he’ll likely receive.

In all seriousness though, I really hope and pray he isn't allowed the opportunity to re-offend. If he is and does however, I don’t want people to be confused about how our system failed us, and who exactly was responsible- because the answer to that question is right here in plain sight.

I seriously hope that this is a misprint, and that this pervert wasn't held under a $500 bond. If it is true, the judge or magistrate who imposed it should be investigated and relieved of their position. Is this really how we want our community to be protected?

I truly am astonished. We had so many people in the community, who recently rallied against the animal shelter because not enough was being done to help the kittens and puppies. Yet here we have an accused sexual predator, causing irreversible harm to more than one child, bonded in an amount equal to a 1971 Chevrolet Vega (in fair condition), and no one has anything to say?!?! It's frightening to see where people’s priorities stand these days, and I’m deeply disturbed at the revelation of how misguided the local citizens moral and civic duties have proven to be.

It is a great example of an instance where (as it is almost guaranteed to), the offender repeats, and the people ask "Why wasn't more done to prevent this?" Next time you find yourselves asking this question, recall this situation as a reminder that- as long as you remained silent, you hold a certain amount of responsibility.

Finally, to you "Mt Airy News", you shouldn't hide behind your shroud of silence on this one. As the -only- source of truly local news, it is your obligation to investigate and report when there is an oversight or occurance that endangers local citizens. After all, who else would've kept us informed of the progress (or lack of) being made to save those animals at the shelter.

that is so bad for this to happen and then not lock the man up or at least a millonn dollar bond. my brother's house got broken into about a year ago and about 18 guns and a bunch of money stolen somewhere around 20 thousand dollars total. he gave the sherrifs information who it was make of car and where the people could be found from information from neighbor across the road. they still haven't done anything to date. that's what kind of law we have. they wouldn't even hardly listen to what he had to say. to late now been to long no follow up. just give him the run around every time he calls or go to the sherriff dept.
